Universal USSD request from any mobile operator?

Operators, of course, provide such a service. But, as a rule, not to the end user, but to content providers (aggregators). And the end user can already negotiate with them.
If I understand the question correctly, then I see the problem in the uniformity of requests and the list of operators from which this ussd request will be available. Even if some aggregator has signed agreements with 10 operators that requests of the *600*xxx# format will be sent to him, the 11th operator will no longer know about it. But, if the service should work within the country, then it is quite realistic, talk to large aggregators.
