Unity - Light doesn't turn off (no dynamic change)?

When the checkbox is unchecked, the lighting does not disappear, what's the problem !?
As I understand, (dynamic change does not occur) please help.

You have not changed the global illumination settings
Window -> Lightning
There, open the Scene tab and
In Environment Lightning in Source set
Solid Color, set the desired lighting level and preferably in Environment Reflections in Source set Custom
