The customer wants the prices of all products to change when entering a coupon (in the basket, not in the catalog), moreover, the discount for each product must be unique, in rubles (regardless of the coupon entered, for each coupon one discount for the same product ). Is this even possible in Bitrix?

Yes, it's possible. Open the shopping cart rules. In one rule, you can make your own price or discount for each product.
