Unable to purchase an iTunes Gift Certificate. What to do?

Have any of you tried buying iTunes gift cards online?
The store replies “This Apple ID is not currently eligible to purchase gift certificates.”, and now Siri is apparently sitting instead of the support service, because the only thing I got from them was a statement of the fact that the Terms and Conditions were violated. Moreover, they refuse to say what exactly is violated.
Has anyone experienced a similar issue and knows what could be wrong?

The solution was found without the help of support - the address in the USA where I ordered the equipment was indicated as the delivery address. Changing to Russian helped, data synchronization takes about an hour.
