Unable to find Nuget package. Is there a package with this ID missing from the trace sources?

Can't find nuget package. The package itself is downloaded from TeamCity, while the Package Manager shows that the package is installed.
It seems that I have already tried all the possible solutions presented on the Internet.
At the same time on other machines everything works fine.
On the same, after reinstalling Windows and all programs, it stopped recovering.

Try updating Nuget manager. Very often this error happens because of this.
