UltraUXThemePatcher not working?

UltraUXThemePatcher does not work on Windows 10 pro 1909, already reinstalled it 10 times, it's useless. I gave full access to uxtheme.dll, uxinit.dll, themeui.dll, it's also useless, except for wallpapers and colors, nothing is applied!
As I understand it, for some everything works without problems, and for some it does not work at all!
How can this problem be solved?
