UEFI/BIOS only saves time?

For about a year I tried various distributions on my Lenovo E31-70 laptop (Fedora, Mist, etc.), settled on openSUSE (dual-boot with Windows 10 Home Single Language). I never encountered any problems during installation, while I tried and played with them

Not so long ago I decided to replace openSUSE with Ubuntu 17.10.01, created a bootable USB-stick, booted into the BIOS, but here I can’t change absolutely anything (disable Secure Boot, enable Legacy Mode, change boot order), except for the date and time.
I tried to get the hard drive so that the computer automatically finds what to boot from - no positive results.
I also tried to update the BIOS using the utility from the Lenovo website, and again no effect, because the PC cannot overpower itself to update itself.
By connecting my hard drive as external, I can boot into any of the installed OS, but using another hard drive with a liveUSB image of the same Ubuntu, it is impossible to do this.
How to solve this problem and in which direction should I dig?

It looks like you have User and Master passwords set on the BIOS, and when you log in you enter the User password, so nothing changes. Reset passwords by removing the battery, for example.
You can also try to call the Boot Manager by pressing the F9 button at boot. On many Lenovo laptops, there is an additional "Recovery" button for this, usually very small and recessed somewhere in the case. (I did not find it in the photo of your laptop)

And you can’t change to Legacy boot because the setting is inactive? Or do you change it but it crashes on the next boot? On some laptops, at the first boot, after changing the secure boot, confirmation is required. Kind of like "Press F34 to disable secure mode", well, something like that. If you don't press? If you do not click, the settings are not applied.
