Ubuntu server does not go online after installation. Why?

Drenched keyboard, 7 hours of dead time and reading forums, red eyes. Sounds like a spell, but it's a diagnosis along the way.
Gentlemen experts, there is an interesting riddle.
We have: Intel Atom 2 cores with 1.xx frequency and 2gb ddr2.
We load Ubuntu Server 18.xxxxxx there from a USB flash drive (official distribution kit)
When downloading, we select an Internet connection to download packages (including WI-FI, you can choose, it turns out that it connects to no and loads additional packages !!!!!)
We install.
We go into the system. Internet = 0
A lot of forums have been shoveled, a lot of methods have been tried. Turned on, turned off the interface, rewrote the config ==== 0
Internet via cable router (DHCP)
That's it, I'm done. Now to defeat this system is a matter of principle. Ubuntu super gurus, tell me what to do? Where is this magic command that includes no.

Actually another question.
Guys, how to connect WI-FI to the server? The adapter through PCI costs. But I do not understand how to connect to the network without a graphical interface.
I want to put it where the thread on the shelf.
