Ubuntu raring got rid of libc dependencies, what can be done?

apt-get -f install gives:
libc-bin : Depends: libc6 (< 2.18) but 2.21-0ubuntu4 is to be installed
libc-dev-bin : Depends: libc6 (< 2.18) but 2.21-0ubuntu4 is to be installed
libc6: i386 : Depends: libgcc1:i386 but it is not going to be installed
libc6-dev : Depends: libc6 (= 2.17-0ubuntu5.1) but 2.21-0ubuntu4 is to be installed
then tries to remove these packages
The following extra packages will be installed:
gcc-4.7-base:i386 libgcc1:i386
The following packages will be REMOVED: libc-bin libc-dev-bin libc6
-dev libssl-dev libtool

You should not have Raring. Updates for it ceased to be released at the beginning of 2014.
I recommend to demolish the system and reinstall. It is still completely full of holes and will never receive updates.
You can try to update it to 14.04 if possible, there are no alternatives.
