Ubuntu, mysql, remote access?

There are two machines... on one site, on the other mysql. When connecting to MySQL, there is a large response time. A persistent connection somehow solves the problem, but the first call still takes ~ 10s. Tell me, who can come across.
I'm not a teapot, but I very rarely set up servers. I have fragmented knowledge.

Connecting to a database or server via ssh?
If via ssh, then add the line "UseDNS" no (without quotes) to /etc/dhcpd.conf and restart sshd: /etc/init.d/sshd restart.
