Ubuntu: Kernel 4.16 and linux-modules-*?

Previously, when updating the kernel, I downloaded and installed 3 files:
linux-headers-*_all.deb
linux-headers-*_amd64.deb
linux-images-*_amd64.deb
With the 4.16 kernel, the linux-modules-* file appeared and I'm a little confused - Now you need to install 4 files?
Or is it not required? In general, for what purposes were the modules allocated separately?

you don't really need headers. If you just like to collect software;)
modules are essential. Why they were taken out in a separate package - it's worth looking in the description of the package, maybe they wrote the reason there
