Should it play ubuntu, or is it all the same to take the TV from the device?
If the second - it is called DLNA. There is definitely a miniDLNA package in the Ubuntu repository.
You can also look towards miracast

You can distribute using MediaTomb'a (audio, video, photo) - there is a web GUI. Wifi or Ethernet doesn't matter.

Because TCP / IP is used for data transfer - it doesn’t matter at all, WiFi, cable or something else. What's more: WiFi reproduces Ethernet fairly accurately at the second layer of the OSI model.
