Ubuntu Desktop 14.04 LTS how to block usb storage?

echo 'blacklist usb_storage' > /etc/modprobe.d/blacklist-storage.conf Desktop does not work
in the enterprise, you need to block read-write flash drives.
On older versions of Ubuntu blacklist worked, but now it doesn't.
