ubuntu cloud server how to make public "Write allowed"?

There is ubuntu server
There is apache2 web server (standard user apache2)
there is one root user
I install CMS, I do chmod -R 755, everything works as it should.
Problem when downloading files or updates from under CMS.
As I understand it, you need to configure the file system: Write is allowed (public boot method) I
