you need a router with a balancer or two cards, then put the balancer as software.
In theory, you can, you just need an external server (somewhere on the hosting) with a channel of at least 100Mbps. Build two tunnels before it through both providers, and wrap traffic either into one tunnel or the other based on the SRC / DST hash, and the external server will act as a gateway to the Internet.
