Two identical online stores on different domains

Colleagues, I ask for help in the following problem.
There is an online store website that has been operating for about a year and has good performance with the PS in its region (Tver).
The customer decided to create a second site for the whole of Russia (the company is expanding).
Products, categories, and therefore descriptions for them, in stores will be completely identical.
The question arises, how will the PS react to 2 identical sites? How not to get banned?
I understand that the best solution is a unique text on 2 sites. But there are a lot of goods and it is expensive. The customer is not ready to spend that kind of money.
Is it possible to somehow “explain” the PS that these 2 sites are of the same company and one works only in 1 region (regionality is set), and the second in all the others?

1. Convince the client that he is wrong (the right way out). What if there are 2 identical sites - the first one can very likely fall in the same search. And working on one site is more convenient and cheaper.
2. Convince to pay uniq. content, details, contacts should also be different on the site.
3. Register the second site as a mirror or close it from indexing altogether. Let's use it in contextual advertising or in the market.

From the experience of a colleague: they made 2 sites on a different domain, a complete copy, then a third, a fourth, indexed them in full, except that they didn’t buy links in large numbers, which is interesting - the sites got into the TOP for other keys, differed from the first, after that, everything was merged (redirect, robots, etc.) to the first domain, as a result, the first one acquired additional keys in the TOP. I don’t know how this work works , I don’t dare to set up such experiments myself.

2. I don't understand why it's so difficult to create unique descriptions for products on a new store.

The site exists for 2 years, 1500 products, but it never breaks into the TOP (we receive orders only with Google advertising) + the trading platform itself becomes impudent and starts to "rip off" more money from month to month. Therefore, we would like to try to create a stand-alone site, independent of anyone.
Question: is it possible to duplicate your site with the same content, in the domain the difference in the name is 1 letter. How will the search engine react to this?
