TV control app (remote)?

Hello! I want to write a simple application to control a TV from android tv to iphone.
It sounds crazy from android tv to iPhone, but I don’t have an android phone)
I wanted to ask where to start? What language to choose and is it possible to implement it at all?
In app development, I'm generally 0, I work only with php and js, but I decided to try something new.
I will be grateful for advice
