Tutorial on how to create a site, what for?

Is there somewhere a template according to which the site is made .. starting from the design of the layout, cutting, stretching the template, layout, programming. perhaps there is some kind of template for basic pages with links, and the same landing template. Websites are made so quickly on freelance (I’m not talking about complex Internet shops portals) that there are probably some kind of blanks? Or does it work out for everyone? I'd like to see the big picture... from the layout... to the correct file hierarchy in the folder.

It is developed with experience, and of course, frameworks that give a finished structure

Because if you give you a CNC machine and tell you to make a part in 10 minutes (which is done in 1 minute), you will study for a month what and where to press)
