Turning off the computer when loading windows or booting from a USB flash drive is not important What is the Problem?

The problem is, turning off the computer when loading windows or booting from a USB flash drive does not matter, the computer still turns off.
Also, it does not turn on the first time at all.
It is interesting that you can go into Bios and sit there) Something to change and so on. in this mode it works and does not turn off.
Two chokes and 4 small microcircuits next to them are very hot.
Also measured the conders. I do not know how it should be right But. On some of them it shows the same thing as it is written on it. That is, I measure 6.3 just with a voltmeter, it shows 6.3 and on the other the same 10 and on one where 2.5 when measuring 2.5 and on the other the same 1 with kopecks.
So I don’t understand, tell me what is most likely the problem?
Memory set different On and with and without acb. Thermal paste has nothing to do with it.

I made a video to show you the problem. https://youtu.be/3Y3hLKf1Cn4
Please help! Very necessary !

The ratings on the capacitors are the upper limit of their operating voltage. In fact, the voltage on them may be less.
If chokes and small microcircuits get very hot, then someone is eating a lot of electricity - this can happen, for example, when a video chip is broken by power.
If you can sit in the BIOS, it does not look like a video - usually the screen does not turn on.
It is possible that these are the power supply circuits of the processor - we increase the load and everything is cut down, maybe the protection works.
IMHO Aleksey Kharchenko is right - to the service.
If there is a desire to dig, then you need to look for a board diagram and find out what the chokes belong to.
Poke a cartoon randomly under voltage when something on the board gets very hot is a pretty reliable way to burn something else.
It is highly desirable to have an LBP and set a small current limit on it so as not to inadvertently burn anything.
PS Detailed pictures of the board in the area of heating elements, marking of the board and the most complete description of the laptop will allow the community to guess a little less randomly, maybe someone recognizes a typical malfunction, for example.

TO SERVICE!
With such knowledge, you will only kill the laptop completely. I won't even comment here. Even in a regular computer, do not climb yet, and even more so in a laptop.

There may be problems with external power. Try running the board on battery power or another PSU. Unfortunately, the "poke method" is unlikely to find a problem, I advise you to take it to the service for diagnostics.
