Try Azure being in Russia, but specifying another country?

I want to try Azure, but you can't from Russia. More precisely, it is impossible for someone who indicates this country during registration. To what extent is it generally wrong, illegal to indicate another (for example, Ukraine) when registering? If I specify another country, then I can use it while in Russia (this is not a question, I know this from others). Concerns about legality.
