Trouble with line breaks in Notepad++?

Why do I have to press enter twice in Notepad ++ in a css file when I break a line after curly braces, then move the cursor up and another space to enter styles? Moreover, everything is transferred normally in the javascript file. How can I configure this?
It is necessary that the cursor be before the word display as in the code below (after one press of enter)
