Trouble running npm modules?

Node.js

Installed node, but after installing modules, I can't initiate them.
For example, after installing eslint, when entering the eslint --init command, this is the error:

npm configs are as follows:

Suspicion that windows does not see PATH env variable
When I enter the npm bin -g command, I see this:

I configured the environment variable in windows here tak:

But it still doesn't work.
What am I doing wrong?
