Trouble installing ming windows compiler (sublime text 3 editor)?

Hello, you are my last hope, I decided to develop in terms of the information sphere (I started watching courses on YouTube), and everything seemed to be going well until I ran into a problem installing the software. Specifically, when automatically installing the compiler for C (ming windows), it gives the error

When trying to manually install it, it redirects to "sourceforge.net" anyway which gives the error "The sourceforge. net website is temporarily in static offline mode".
The big problem is that the video tutorials are from 2014 and maybe a lot has changed since then. Yes, I have been looking for a very long and tedious how to fix this problem, but even here the links are on sourceforge.net which does not open a link to the topic but gives an error. I now have it stuck in my soul and head and I really want to learn, but here it happened. I ask for the help of people who understand this, I don’t know if it’s possible to throw links (more precisely, I read the rules but I’m not sure), so I’ll throw: D

Try downloading the entire development environment (IDE) at once: https://sourceforge.net/projects/orwelldevcpp/files/
It also includes the mingw compiler.
If it doesn’t work either, then either there is a problem on their website or something is wrong with the network, and then you need to try from another computer.
