Triggering player select by link via mobile chrome?

I ask for help with intent, more precisely with a link in html.
In general: Let's say there is an mp4 video at www.test.ru/video.mp4
What should be the a href link in order to start selecting a player for playback on Android, and not open it in the browser (or download it there)?
And what should be the link for the m3u playlist ( www.test.ru/playlist.m3u)?

And if I add
S.browser_fallback_url= http://www.test2.ru;end
at the end of the link, will the browser on the PC go to www.test2.ru?
