1) Transliteration is done like this:
$arParams = array("max_len" => 220);
Cutil::translit("dytudyut", "ru", $arParams),
2) BUT in your case it looks like CNC
Ideally, translit first and then CNC

Take the URL from the character code. Transliteration of the symbolic code can be configured in the infoblock settings.
