How does it affect SEO if the URL of a part of the articles is transliterated and the other is a translation, i.e.:
site.ru/ya-lublyu-kofe
site.ru/i-love_coffee

Doesn't affect at all. Speaking in general, which CNC options are better, then I would recommend taking the transliteration option. In the variant of the translation of the phrase into English, there is no occurrence of the key in Russian in the URL, and if you make Cyrillic urls, then there may be problems in the future due to skewed links.

I can’t imagine the reason why you need to use different types of CNC on the site. Do everything in the same way. For cis - cnc transliteration. Do not use underscores in URLs. Focus on content.
