Transferring the system to a blank hard drive?

There is windows 7 with a program that needs to be transferred to a new hard drive, this is a dbt program, once we bought it and we can’t install it again or buy a new license, I heard that you can somehow create an image of the entire disk and transfer it to a blank disk

If the disk is in the image, then disk2vhd

If in the opposite direction, then vhd2disk

disk2vhd creates an image with a full partition table, but only populates the partitions that have been selected.
You can also configure the NT loader to boot the system from a VHD image, but this is already Googled on its own.
