Transferring a domain to another country

Hello. I have a .net domain and is registered in Russia. Is it possible to transfer it to another registrar in another country? If possible, which registrars would you recommend and what should be done to transfer the domain? Thanks in advance.

1) Maybe
2) I'm fine with godaddy.com/
3) Go to your registrar and look at the section in the rules or help, domain transfer, usually a written application is required, if remotely then notarized.

You can transfer, choose the registrar to your taste. When transferring, you will need to specify the domain secret - it should be in your control panel at the old registrar. Also remove the Locked - Transfer prohibited status, if you set it.
PS Are you by any chance an old ESTDomains/ResellersClub client?

Yes it is possible.
I would advise joker.com, I have been a client of this company for 8 years, no complaints.
Usually, both registrar parties make an application for transferring a domain, most often the receiving party has standard forms for receiving a domain. On the side from which the domain is transferred, you usually have to contact those. support.
Here, after registration, the function of transferring a domain to a joker becomes available: joker.com/index.joker?mode=transfer_gain&do_next=step1
