Transfer from Qiwi to Webmoney declared, but not feasible

When you try to transfer money from Qiwi to a Webmoney ruble wallet, the payment goes away, but does not reach, and an error appears in the reports: “Payment acceptance is prohibited, contact the operator”?
Moreover, such a situation has been around for about six months, if not more.
If payment acceptance is prohibited, then why is this Webmoney present in the list of Qiwi partners in two entries?

Qiwi technical support replied a week later: “Check the keeper settings and contact those. webmoney support.

This is the case for everyone and what could be the jamb?

Previously, in order to replenish wallets through at least ATMs, it was necessary to do something like activating a wallet for reception, unfortunately I don’t remember exactly what it was called, I did it four years ago, so I think you should still contact the webmoney technical support, they will tell you exactly what but how.

Just calmly sent money from QIWI to WMR. They promised to wait 2 hours. But there is no error in the reports, only a receipt for the operation performed. I'll write more later if the money comes :)
