Transfer archive without loss?

Hello. Tell me what can be done.
An archive (30-60 mb) is transmitted over the OpenVPN channel and it is not unpacked on the remote host, because becomes beaten.
At first I tried to transfer via scp, but there is no support for resume. Currently using rsync with the checksum checksum key. In the script, the transfer command via rsync is written twice: the first time it transfers the file, the second time it checks the checksum on the transferred file and the original. But the problem is that when it is transmitted with losses, then the second time rsync sees that the checksum does not match, it resumes the missing data, but apparently during this resume another packet loss occurs, and the final file is never downloaded to the desired type.
I'm thinking about the option to push rsync into a loop with checksum checking on files until it matches. But is there any other option?

I have a lot of such archives running on the internal network (heavy legacy of the tsarist regime) using binkd. Didn't see any problems.
