TOR on the server or on the clients - which is better?
I work in an educational institution. There is a self-made server distributing the Internet.
There squid, etc.
The problem is that the incoming Internet is filtered through an external proxy. You can’t go to Habr and Wiki, large files are not uploaded. Many programs cannot even be updated.
The Tor browser bypasses all this trouble. The question is whether it is worth moving TOR to the server.
And if so, how do you set it up?

Better local Tor browser. Firstly, it’s safer this way, and secondly, everything can be attributed to users if a check suddenly comes. They will not find anyone in particular and there is a chance that they will simply leave. In addition, if all traffic is sent through Tor or VPN, then these comrades will notice rather than if you normally use the usual Internet, and if something does not work, go through the Tor browser.
PS. Please write Tor, not TOR.
