Top and load average mismatch?

Good afternoon!
There was a problem on Ubuntu-1404-trusty-64-minimal, LA jumps up to 7-8, and no one creates such a load on the processor in top / htop. How can you diagnose and determine the source of the load?

I would connect any monitoring system to determine at what point and for what reason the values ​​are jumping. As an option, the easiest way to assemble monitoring is from a bunch of Telegraf (agent) - InfluxDB - Database and grafana as an output. ( https://www.influxdata.com https://grafana.com )
You may have a load at a certain moment and htop/atop/top etc. will not show it right away.
Alternatively, you can look at the value in cat /proc/loadavg
You can display everything by core - mpstat -P ALL
