There is an android device on which you need to restore video clips after mindless flashing to another firmware, what are the specialized tools for this?

The device is fully operational.
There is a custom recovery, the current firmware is LineageOS 18.1, it is possible to get root and there are adb tools on my linux laptop.

It is difficult to say for sure, because it is not known what was installed on the phone before flashing and how it was configured, and the model is also unknown.
Although I think it's not that important. LineageOS 18.1 is fresh, so your phone is also unlikely to be old. In this regard, I believe that, unfortunately, you have very few chances to do something on your own, or rather not even at all.
The most reasonable option would be to turn to specialists who have tools like Cellebrite UFED and Mobile Forensic. And there already look at the situation what can be done, given that, at least, now there is an alternative firmware on the phone, moreover, fresh (that is, perhaps not yet dug out enough).
Until then, the phone must be turned off.
