Tools for creating an in-game world map?

I would like to know what tools are there for creating a map of the game world? I had never dealt with this before, so any attempts to find such a tool ended either with links to programs for recognizing images from space, or custom maps where you can draw your city on a global map of the real world.
There is also a game here, there are locations of objects - buildings, forests, roads, reservoirs. Theoretically, you can even draw a map from scratch using images from the "game" space - the main thing is to somehow speed up the drawing. Not so in Photoshop. There, it takes a lot of time to create a curved street with a signature, and if something is corrected, then there are more than enough problems ...

I would use the standard osm stack and custom display style.
