Toolbars in Windows XP

In XP, there used to be such wonderful toolbars:

THEY could be made in different ways: dragging a folder to the edge of the screen, opening it through the taskbar and then pulling it out of it - and it was a convenient thing.
But in 7 it doesn't exist anymore. Or is there? And if not, is there a similarly simple replacement (also with TrueLaunchBar support)?

Windows 7 definitely has them. But I don't remember how to do it. I've been on linux for a long time...

With the end of XP, I would not have looked in this direction.
What exactly do you need from bars? Right-click on the taskbar and select "Panels" -> "Create Panel" did not try in win7 then?
