Tool for visual editing (road) graph?

I wanted to make GPS navigation in the game, for this you need to make a graph of all roads. I'm sure there are some suitable editors for this. I just want to load the map image as a substrate and draw all the nodes and edges of the graph on it. Ideally, to be able to set the direction of the edges and the price.
I couldn't find any simple editor. Can anyone recommend something suitable?

They have both ready-made maps (from which you can rip out everything you need with a script) and software that allows you to edit maps.
