TK for layout designer

Do you give (create) TK for typesetting to typesetters, and if you are a typesetter, do you require such TK?

Does it make sense to compose such a technical specification at all and describe the behavior of the layout, for example?

I always demand the most detailed technical specifications for user behavior and element movements. So that you don't have to redo it later. + Required browser support.
And that was the case when groups of elements were united by the name attribute, and then suddenly it was necessary to make IE support. Accordingly, everything from scratch.

We have been working with a layout designer for several years, I always write detailed technical specifications for layouts.
I describe the behavior of elements, blocks, sometimes I give examples - do it as it is.
In general, I describe everything, except for those moments that are 100% obvious.
And of course the list of browsers and technologies.
Without such explanations, it is very difficult to understand all the nuances for a person who sees the layout for the first time.
The designer made it and knows all the little things, thinking that everything seems to be clear and obvious.
To experiment, take some difficult unfamiliar layouts and think about the behavior of which elements you do not understand. I think everything will become clear soon.
Drawing up such a TOR will reduce the number of questions and the execution time.

In my experience, a psd is issued and an indication of the behavior of each element. The PSD also contains in switchable layers all kinds of elements (hovered links, clicked buttons, etc.). + A list of browsers and an indication of the rubberiness of the site is required. Those. quite a bit of text.

2. Should I use the new HTML5/CSS3 standards.
You can add a dozen more points, but this is not necessary. The main result: correct performance in accordance with paragraphs 1 and 2, as well as the most complete compliance with the layout.
