Time on Linux?

Good afternoon,
How to fix the time on the OS so that it does not change depending on summer or winter time.
I tried to change the time, but after N number of times it resets back an hour.

sudo dkpg-reconfigure tzdata

Say some nonsense, if your tzdata is fresh, then the transitions are registered in it and nothing should go anywhere if it is not in your time zone.

Grab a fresh tzdata and tzcode and compile https://www.iana.org/time-zones
Or find an updated package for your system.
I still have to compile on older systems.
