Tilda how to write a timed shopping cart script?

A food delivery site on Tilda needs a script to pause the cart for a certain amount of time.
Now I solved the issue stupidly by disabling the block with the basket itself.

But I would like that when you click on the basket during a certain time of the day, an informational notification pops up.
