How effective are Habrahabr links-topics containing links to the promoted IT resource? Do they add TCI resource? After all, Yandex ignores many sites on which content is generated by users, and not by the webmaster.

There is no exception in habrahabr.ru/robots.txt , but most likely the link goes through a redirect and does not transfer the link mass.

IMHO, you should not use habr as a "platform for building TIC"

All links, I think, transfer a certain amount of TIC (probably even a few of them ...). Yandex will not reveal the value to us. The main benefit of the link will be in the growth of the interested audience. After all, for a clearly SEO link, the habrasociety can reward with minuses.
In general, useful links in moderation (2-3 per post) are only a plus.

What links are not taken into account in the index
When calculating the site's TCI, links from bulletin boards, forums, blogs, network conferences, unmoderated directories and other resources to which anyone can add links without control by the resource owner are not taken into account. Also, when calculating the TIC, links from sites located on free hostings are not taken into account, if they are not described in Yandex.Catalog. In other words, all such links have zero weight for us.
