My site swears "You cannot comment more than 1 time in 5 minutes" - you need an extension that will cache the comments sent and send them on a timer.

I'm afraid that there is no such extension, because this is a rather unusual Wishlist. But this is easy to write yourself. True, there may be problems, because. Habr will obviously not like this, and he will try to classify automatic actions as XSS.
From experience I can say that Toaster does just that. More precisely, in one of the browsers (Chrome / Firefox) it distinguishes between automatics, and in the other it does not. I did not do a full-fledged study, and stupidly scored, because no one pays me for this. But if you need, you have the cards in hand. However, if suddenly your extension becomes popular, then you yourself understand that you are, as it were, on someone else's territory and behave indecently - the owner of the party can kick you out if he considers it right. If the extension remains private, then most likely no one will notice.
