Through which program to make an mpeg ts stream (I want to change iptv traffic)?

The set-top box receives traffic from 192.18.20.5 (their server) to 255.33.23.3 (my iptv).
In general, I think so cut off the prefix from 192.18.20.5 assign my PC 192.18.20.5 and start sending mpeg ts traffic (for example, video from a laptop or even a desktop) to 255.33.23.3.
How do you think something like this will turn out? and what program can create mpeg ts broadcast.
