Through which device the Internet is stronger and more stable?

Good day.
The problem is this: I live in a small town in the private sector. Not a single provider can run its own cable to us in order to provide normal Internet. (We submitted an application, of course they promised to consider it, and if we collect applications from all over the street, then in general: maybe someday they will decide that a couple would connect us. The keywords are “maybe” and “someday”). Let's skip the lyrics.

In general, it turns out that I have only three possibilities:
1. distribute the Internet from the phone (we immediately dismiss it, because the signal is not stable, if you use 1 computer - even more or less, but if you connect another device, then - adios)
2. use mobile 4g router
3. use a router with a modem connected to it. (about such a Frankenstein monster was told in the store).

Question: Of the two remaining options, which is better? What will give a more stable connection without sudden jumps?
If you can suggest specific models - it will be generally gorgeous. (especially which modem to cross with which router).

Router plus modem is a fairly standard and widely used combination. Take it. Tip: take a normal router - mikrotik or kinetic; do not save on the modem either and take it with an output for an external antenna - buy it right away too and mount it on the roof.

MikroTik LHG LTE kit I periodically use in a village with poor 4G coverage, which periodically falls into 3G or even 2G. I screwed the whale to the television antenna as high as possible, the signal level increased significantly and stabilized. Of course, it all depends on the specific conditions, but in my case I squeezed out 60Mbit stably.

immediately dismiss, because the signal is not stable

Yeah, that is, if we distribute a signal from the phone, then it is unstable, but if we distribute the same signal from a modem / router / toaster, it is stable ??? This is not how it works: the stability of the input signal does not depend on the Internet distribution device in the house (unless you have 5G).
Therefore, you need to solve two problems: receive / transmit a signal outside + distribute / collect a signal inside the house. The first task is solved by installing and aligning an antenna with good gain and radiation pattern. The second task is solved by installing a good router with many antennas or many repeaters / repeaters / regenerators. But, judging by the description, your first problem spoils everything, so the router is unlikely to help (specific measurements are needed here).
ps
Just do not overdo it with the antenna, otherwise evil uncles will come and scold you.

Well, a router with a modem is quite a standard configuration. But keep in mind - the organization of a normal connection is not three kopecks.
This is a good router with many settings - best of all is a microtic, you can use a kinetic one, there are fewer settings, but the face is friendlier.
This is a good modem with a tap for an external antenna on the roof and the antenna itself, as well as a rather long and terribly tedious process of adjusting it to the maximum signal
. As a result, we still get an "over the air" channel with all its instabilities and shortcomings :)
You the provider does not need to submit an application, but ask to calculate the cost of connecting you, your beloved. At your expense, the provider will reach the moon - it will just cost a lot.

Well, I wouldn’t use the phone on an ongoing basis either, just not even to take it! Between 2 and 3, the difference is practically only that item 2 often implies only a wi-fi connection and the device itself is compact, mobile, and item 3 is a regular router with both wired and wireless connections. There is nothing monstrous in it. Which modem to take to it, you need to look at the supported models in the instructions and preferably read reviews on the Internet.
But for some reason it seems to me that in your case, the quality of the channel will largely depend on the mobile operator. Well, if he has a shitty connection, then take any device here ... It would be nice to find an opportunity to test different operators.

Use an external router like https://micro-drive.ru/products/tandem-4gs-oem

Communication with the outside world will depend on the LTE modem. A router is a useful stray, but if you have one device, you don't need it. The router will not help much in this regard, except that its antennas are more powerful. In this case, you need a router into which a SIM card is inserted. In the version of the router plus the LTE whistle, there will be no profit.
I remember at one time the people in the villages bothered about the normal Internet via cellular communications. They took the whistle and farmed antennas. Look it up on Google and you'll probably find a couple of articles.
