Three identical Mikrotiks, two go to the Internet via a backup channel, the third one does not?

There are 3 (A, B, C) identically tuned Mikrotiks with the only difference being that the third (C) - skewed - was tuned by me.
All three are connected to the same providers and are located at different addresses.
On two (A, B) the main provider is ISP1, the backup is ISP2.
On the third (C), the main one is ISP2, the backup one is ISP1.
All three - CRS125-24G-1S
A and B - RouterOS 6.42.7
C - RouterOS 6.43.7
The problem is that A and B for some reason switch to the backup channel ISP2, if the main ISP1 is cut off, and the Internet continues to work on the backup channel. Despite the fact that while they are sitting on the main one, I can neither ping nor trace 8.8.8.8 through the backup interface - that is, until you cut off the interface of the main one, you will not understand if the backup one is working at all.
In C, the situation is the opposite: while you are sitting on the main ISP2, 8.8.8.8 is quietly traced and pinged through the interface of the backup ISP1, but when the main interface is turned off, there is no Internet and no sites open.

There is not all the information here, the config must be shown through export.

look at A and B here this column:
in theory there should be an OutInterfaceList and both provider ports are driven into one interface sheet.
but in general, as Andrey Barbolin correctly told you , make export compacta conclusion here in the spoiler with the replacement of confidential information.

Delete all rules from IP - Route, you only need 3 pieces:
add check-gateway=ping comment=rline gateway=8.8.8.8 target-scope=30

add comment=rline_recursive dst-address=8.8.8.8 gateway=10.143.20.1 scope=30
