Obviously wrong topology, superfluous and twisted polygons that give this effect. To get started, go to the point management mode and move them about one, you will see that you have several in the selected areas in place of one point.
To get rid of this effect, you will need to either merge the points, possibly overlap polygons, or first remove the extra points, and then re-create the topology.
