Hello. There are a lot of apple devices at home, those that are mobile are backed up in iCloud. But the laptop apparently does not know how (to completely). Please tell me, can Time Capsule be both a backup storage and a file server? Or is there something better?

Yes, almost any NAS can be a backup point for Macbooks. And put any screws of course.
