It all depends not on the framework and language, but on the directness of the hands of the developer. And it's up to the developer to decide. Here you choose Yii for example, and the developer you like will say: "I never worked with him, but I worked on laravel and you can do it no worse" who will you listen to in this situation?

Leave the choice of development tools to the programmer. If you do not understand this, then a good choice is not guaranteed. The developer will better appreciate the complexity of the project and choose the appropriate means.
From myself: if the project is really complex, as you write: then the choice is between system performance or development speed. If the former, then Java is preferable. If the second is Python or Ruby
