there are thousands of such sites, just these came to hand.
I checked online with testers - there are no signs of CMS, but I saw it myself. Perhaps frameworks were used, which ones?
I will make a website with similar functionality (and related topics), what should I take as a basis?
Preferably in PCP, I don't want to write a bike from scratch.

It is independent of the framework. You can take any (Laravel, Symfony, Yii). Write in the language and use the framework you know best.
