"There is no time to explain!" or How to implement broadcasting from an IP camera to a website?

Perhaps I'm lucky for idiotic tasks at the most inopportune moment ...
There are:
1) Website (living on server1 in the city "A");
2) Server2 on Debian 7 (living on a server in city "A");
3) Me, who is in the city "B", with a laptop and a 3G modem;
4) IP camera AXIS Q1755, which is located in the city "C", in working condition. The camera broadcasts an RTSP stream.
Task: It is necessary to organize a broadcast to the site using the server 2.
What did you do?
I tried to implement everything using the manual on flance.onego.ru/2012/09/07/387 - it did not work out. I stumbled at the moment of installing erlyvideo, which became paid. (Oh, it was a shame, I just collected vlc ...)
I would be very grateful if you could share a manual similar to the one
I thought about ivideon, but unfortunately I am far from the server, but as I understand it, there is a GUI interface ..

@dnbdrive

Google nginx rtsp rtmp
Just keep in mind that the channel must be good. I have glitches because of the provider.
