How to allow the user to upload files to a different directory?

I have set up vsftpd, but I can't figure out how to get the user to be able to upload files to directories other than their home directory.
That is, he can, roughly speaking, upload it to his directory: /home/username,

Answer from Timeweb support is
to change the chroot_local_user rule to NO to allow the user access to directories other than home. It is also worth setting the permissions for the /var/www/my-domain.com/public_html directory to allow read access for the username user.
